Preaward Services
Intent to Submit
Faculty are encouraged to complete the Intent to Submit form as soon as a funding opportunity is identified. Early notification allows HCOM/CHSP, OSP, and RD (when applicable) to coordinate support, assign resources, establish timelines, and ensure an efficient proposal development and submission process.
Depending on the project and sponsor requirements, members of ORG, RD, and OSP may assist with different activities and processes. While several individuals may be involved, each has a specific role in moving the proposal successfully from concept to submission.
Preaward Roles and Responsibilities
As research support services continue to evolve across ºìÐÓÊÓƵ, the information below provides a brief overview of the roles of the Office of Sponsored Programs (OSP), Research Development (RD), and the Heritage College (HCOM) Office of Research and Grants, and College of Health Sciences and Professions (CHSP). Understanding these roles will help you identify the appropriate point of contact and better navigate the proposal development process.
Office of Sponsored Programs (OSP)
OSP is the university’s authorized office for external proposal review and submission. The office provides guidance on institutional and sponsor requirements, reviews budgets and institutional approvals, coordinates sponsor compliance requirements, and submits proposals on behalf of ºìÐÓÊÓƵ.
Research Development (RD)
Research Development provides proposal development support for projects when notification is received at least 31 days before the proposal due date. Services may include funding opportunity review, proposal planning and timelines, proposal development checklists, budget development support, coordination of subrecipient materials, and other proposal preparation activities.
Heritage College (HCOM) Office of Research and Grants and College of Health Sciences and Professions (CHSP)
As part of a university-wide transition in research administration services, members of the HCOM and CHSP teams are currently shadowing and training alongside OSP and RD staff to expand college-level pre-award support capabilities. During this transition, OSP and RD will continue to lead most proposal development activities while our teams gain experience with the associated processes and responsibilities.
Our goal is to provide increased college-level support to faculty over time, including assistance with proposal coordination, budget development, budget justifications, Cayuse proposal preparation, and other pre-award activities. As HCOM and CHSP staff build experience, faculty will increasingly be able to work directly with our local team for many of these services, reducing the need to engage RD.
